China Scholarship Council is a non-profit institution affiated with the Ministry of Education of China. It is a national organization to support Chinese citizens to study abroad and foreign citizens to study in China.
It is financed by the state’s special apropriations. Also accepts donations from individuals, enterprises and social organizations, etc.
In 2016, 3000 PhD students to pursue degrees abroad ( Chinese citizens). 5500 visiting hD student (PhD students in Chinese universities and research institutions).
Starting in 2007, this program has sponsored about 47,000 students by 2015. Over 30,000 returned to China after their studies overseas. 82.7% of returning students are now employed in higher education institutions and research institutions in China.

It contains 6 chapters:
Chapter 1 introduces that 32,500 Chinese citizens in total will be sponsored next year to study or research abroad. The number of sponsored students on PhD level is increased to 9500, including degree seeking students and visiting PhD students. This chapter also introduces eligible candidates, visiting periods and main CSC programs.
Chapter 2 cites the priority list of majors and professional fields supported by Chinese government policy.
Chapter 3 is general content of CSC scholarship.
Chapter 4 lists application requirements.
Chapter 5 states selection principles & methods, and the timeline of application and selection.
Chapter 6 is regulations about assigning and managing studying-abroad citizens.
